I couldn't figure this one at first. Then it dawned on me! They salt the roads here in the winter. And certain areas must be more sensitive (streams, etc.), demanding that less salt be used. This confirms my resolve to live where they only use salt on food, and where I am more than 500 miles from the nearest snowmobile store!
